The Russian delegation was headed by the Deputy General Director of ROSATOM, the Head of the Department for nuclear weapon complex Ivan Kamenskykh. The other members of the delegation: the head of one of the departments of ROSATOM Oleg Shubin, the Director of RFNC-VNIIEF Valentin Kostyukov, the Director of RFNC-VNIITF Mikhail Zheleznov, the Director of VNIIA Sergey Loparev, and several veterans of the joint experimental activities. On the American side the delegation was represented by the two deputy directors of the National Agency for Nuclear Safety Mr. Donald Cook and Mrs. Ann Harrison. The directors of the US national laboratories LLANL and SNL, the top managers, scientists and professionals from the American side also took the share. The meeting consisted of the two parts, the first dealing with reminiscences about the joint experiments, and the second dedicated to discussions of lab-to-lab cooperation.
At Nevada Test Site two test objects were shown to the representatives of ROSATOM, which are used for the purposes of verification and safety of the US nuclear arsenal: the underground complex U1a used for sub-critical experiments with plutonium, and JASPER complex represented by two-cascade light-gas gun, equipped with the contemporary means for uninterrupted diagnostics.
The ability to reactivate lab-to-lab cooperation turned to be of great interest both to the Russian and the American side. The deputy State Secretary for weapon control and international security Rose Goetemuller took part in the discussions related to lab-to-lab cooperation.
As a result of the above discussions the directors of the Russian institutes and the representatives of the American national labs signed the Memorandum, in which the first steps for renovation of lab-to-lab cooperation were highlighted.

REFERENCE NOTE.
One of the prominent moments in the history of NW experiments is the joint experiment for NW control – the two explosions at the nuclear test sites of the USSR and the USA, which were developed and performed back in 1988. The goal of the joint experiments was to verify the effectiveness of seismic and hydrodynamic methods proposed by both sides (as part of negotiations dedicated to the methods used to control observation of the terms of 1974 Agreement for the limited yield of NW tests). The Russian and the American scientists were to prepare and perform the explosion at Semipalatinsk test site and to perform, jointly with the American team, the control measurements of the yield of the explosion according to gas-dynamic method used to detect the energy of the explosion, as well as to arrange the similar control measurements when setting up analogous explosion at the Nevada Test Site at the territory of the United States.
